EMERGENCY MANAGEMENT SPECIALIST: Contractor for US Army Installation Management Command.
Member of a multi-disciplined team that conducts US Army Garrison Antiterrorism Vulnerability Assessments world-wide. Reviews Antiterrorism Plans to assess completeness of: Threat, Vulnerability and Criticality Assessments; Food Vulnerability Assessments; Measures for Off-Installation Facilities, Housing and Activities; Identification of Critical Assets; Information Operations and Defense Continuity Programs (formerly Continuity of Operations) to insure sustainment of Mission Essential Functions. Additionally, assesses Terrorist Incident Measures; Emergency Operation Centers; Fire Department Operations and protective equipment. TEXAS A&M UNIVERSITY 2002-2007
ADJUNCT INSTRUCTOR: Adjunct Instructor with Texas Engineering Extension located at Texas A&M University, National Emergency Response and Rescue Training Center. Instructs a course entitled "Threat and Risk Assessment for Weapons of Mass Destruction (Jurisdiction)". Curriculum is managed by the US Department of Homeland Security and offered to cities, counties and states throughout the United States for Critical Infrastructure Protection of local assets. Assists multi-disciplined jurisdictions to identify threats and vulnerabilities in their areas and obtain federal funds to mitigate deficiencies due to equipment and training shortfalls.

DEPARTMENT OF DEFENSE, 1986 – 2001
TRAINING INSTRUCTOR/SUPERVISOR: Shipboard Security Program Manager and Course Curriculum Model Manager (CCMM) to assure standardization of security programs. Directed and conducted the instruction of operational DoD and Civilian personnel in Physical Security, Anti-Terrorism/Force Protection and Law Enforcement (laws, instructions and directives and procedures) techniques. Position required mastery level knowledge and demonstrated equivalent experience in a number of disciplines ranging from international law to current events.
•  Directed counter-terrorist training programs designed to protect US Navy nuclear-capable warships from terrorist attacks in US ports and abroad.
•  Researched, tested, authored and implemented training content and techniques presented at US Navy Fleet Training Center; trained and managed 25 senior civilian training instructors and Navy instructors.
•  Revised all Shipboard Physical Security Planning Program course curriculums.
•  Developed Naval Security Officer training manuals and SOP Manuals adopted and used as standard training manuals for both Atlantic and Pacific Fleet Security Forces.
•  Tasked with development of mobile training team to export this training to Navy bases throughout Pacific Fleet operational theater and subsequently to Federal, State, and Municipal law enforcement agencies.

Subject matter expert, taught and supervised two major 40 hour programs. Served as instructor in team settings, depending on the operational requirement. They were: Physical Security Officer Afloat (K-070-9045), Force Protection Officer (J-830-0015), Anti-Terrorism Training Officer (J-830-0010), Shipboard Security Engagement Tactics (K-830-2213), Shipboard Security Engagement Weapons (K-830-2223), Small Arms Marksmanship Instructor (A-041-0148), Visit, Board, Search and Seizure (VBSS) (A-830-0020).
Conducted:
Level 1 Personnel Protection/Anti-Terrorism Awareness Brief (General Military Training), Level 2 for Force Protection/Antiterrorism Officers, Level 3 for Anti-Terrorism Program for Prospective Commanding Officers/Executive Officers, Bomb Recognition and Contingency Planning, Capsicum Oleoresin (Pepper Gas) Training, Vulnerability Assessments and Security Surveys of units by request.

United States Navy, 1971-1982
SEAL TEAM PLATOON MEMBER (NEC 5326), 1972-1982:
Developed, supervised, and implemented plans to penetrate the physical security of bases and facilities in order to conduct sabotage of equipment, destruction of property, espionage, theft and interdiction of materials. Responsible for the training of Special Warfare and Allied personnel in tactical and instinctive shooting methods; explosive ordnance disposal procedures; intelligence gathering; interrogations; investigations; all phases of weapons operations both foreign and domestic; small unit tactics; guerilla warfare tactics; counter-terrorism; close quarter battle; personal protection of high ranking civilian and military personnel; infiltration/exfiltration of agents, guerillas, evaders and refugees and the safeguarding of weapons, ammunition, explosives and nuclear weapons. Originated and updated curriculum covering all phases of SEAL Team training. Served as SEAL Team One's master at arms, intelligence department Leading Petty Officer. Original member of the Joint Special Operations Support Element (JSOSE) predecessor to the Joint Special Operations Center at MacDill AFB, FL; served as an assistant plans analyst, Watch Team Member and Intelligence Officer exercising scenarios contained in classified war plans. Analyzed real time message traffic and assigned units to respond to enemy activity. Top Secret security clearance.

UNDERWATER DEMOLITION TEAM COMBAT SWIMMER (NEC 5321): 1971 – 1972
UDT-11 platoon member assigned to the USS Tripoli (LPH-10) Amphibious Ready Group, Republic of Vietnam. Qualified as a CIC radar watch and volunteered for 10 months of on-the-job training as a hospital corpsman. Worked daily in the ships sick bay sick call and by the end of the deployment, was making diagnoses and assisting in many minor and major surgeries under supervision of the Medical Officer and Flight Surgeon.
