Michael Shelby is a retired sergeant from the San Diego Sheriff's Office with 26 years of law enforcement experience. After completing his initial assignments in detentions and patrol, he was selected for the position of Field Training Officer. Mike spent thirteen years as a criminal investigator. His investigative assignments included robbery, burglary, sexual assault, auto theft, and drug abatement. After the 9-11 attacks, he was assigned to the dignitary protection/investigative detail for the Superior Court and the County Board of Supervisors. His collateral assignments include a federal task force which was tasked with increasing security at the Port of San Diego, and vulnerability assessments of various facilities, including the residences of elected officials. Mike has extensive experience with the use of the Incident Command Systems as a first responder and at numerous critical incidents. He has taught criminal justice for the San Diego Community College District. He is certified by FEMA and the Center for Domestic Preparedness as an ICS 100-400 level and “train the trainer” instructor. He also worked as a security consultant for American Airlines. Mike is currently assigned to the Interoperable Communications Technical Assistance Program (ICTAP) Operations Sections, where he develops and facilitates exercises based on WMD/Mass Casualty response scenarios.
