As a relatively new field of study, crisis management has become the critical component in the planning, reactive, and recovery phases of any all-hazard response involving natural and man-made disasters. Proactive planning and preparation of any incident response begins with the forecasting of potential courses of action with reference to a particular facility. Should the security management plan fail to deter a man-made attack, the crisis management strategy must play as a primary response to ensure that damages are minimized in the aftermath of the initial aggression. Once the attack has been contained and eliminated, recovery operations should begin through the tandem actions of several cooperating emergency response agencies. During the recovery phase, various persons such as victims, witnesses, and responders will need some form of counseling to help in their initial acceptance of the potentially horrifying events that occurred during the attack.
